Pradhan Mantri Matsya Sampada Yojana - A scheme to bring about Blue Revolution through sustainable and responsible development


The Pradhan Mantri Matsya Sampada Yojana (PMMSY) – A scheme to bring about ecologically healthy, economically viable, and socially inclusive development of the Fisheries sector was launched in the year 2020. PMMSY is designed to address critical gaps in the fisheries value chain from fish production, productivity and quality to technology, post-harvest infrastructure and marketing. It aims to modernize and strengthen the value chain, enhance traceability and establish a robust fisheries management framework while simultaneously ensuring the socio-economic welfare of fishers and fish farmers. It is an umbrella scheme with two separate components namely (a) Central Sector Scheme (CS) and (b) Centrally Sponsored Scheme (CSS). The entire project/unit cost will be borne by the Central government in case of CS scheme. The Centrally Sponsored Scheme (CSS) Component is further segregated into Non-beneficiary oriented and Beneficiary orientated sub-components/activities under the following three broad heads:

  • Enhancement of Production and Productivity
  • Infrastructure and Post-harvest Management 
  • Fisheries Management and Regulatory Framework

 

For the Non-beneficiary orientated sub-components/activities to be implemented by the States, the entire project/unit cost will be shared between Centre and State in 60:40 ratio.

For the Beneficiary orientated sub-components/activities, to be implemented by the States, the Government financial assistance of both Centre and State governments together will be limited to 40% of the project cost for General category and 60% of the project cost for SC/ST/Women. The Government financial assistance will in turn be shared between Centre and State at 60:40 ratio.
